Function decided the design, over the book.
Judianna Makovsky designed the first film, drawing on "American mining work clothes and leather jackets from the '30s through the '50s." She deliberately abandoned the book-accurate oversized hand-me-down because "the oversized jacket just didn't work" — it "impeded her from shooting the arrow" — and built "a jacket that actually fits her," knowing "superfans might be disappointed." Trish Summerville designed the sequel.

Katniss Everdeen is the rare screen wardrobe where a designer publicly chose function over fidelity and was right.
Makovsky's reference points — American mining workwear, mid-century leather jackets — give the District 12 clothes a real weight. This is not costume-shop dystopia. It's proper workwear: canvas, leather, wool, in browns and olives.
And the arrow decision tells you everything about how the wardrobe was built. The book says oversized. The bow says fitted. Makovsky went with the bow.

Go workwear, not costume. Canvas, waxed cotton, leather and wool in brown, olive and rust. Anything synthetic or shiny kills it immediately.
The jacket should fit — Makovsky's whole point. A well-cut brown leather or waxed jacket that lets you move your arms freely is the correct piece.
Layer a canvas or flannel shirt under it, with a plain long-sleeve underneath. Three layers, all utilitarian.
And the braid does as much as any garment. Single side braid, slightly loose. For a costume, that plus the jacket is genuinely enough.
